Ensuring Accessible Elections
As per the Conduct of Elections Rules, 1961 (Statutory Rules and Order), rule 49N

Sabah and Farah, a pair of conjoined twins had cast their vote for
first time in Bihar Assembly General elections 2015 as a single
voter on single voter identity card with name inscribed as Saba
Farah. For the first time, the conjoined sisters were recognized
as separate persons by the Election Commission of India and
were able to cast their independent votes. The sisters’ courage,
enthusiasm and zeal was laudable.
