Legal Provisions/ Guidelines

 As per section 20 (8) of RP Act, 1950, a ‘service elector’ has been defined as: (CER) 1961.
(a) Members of the Armed Forces of the Union. Proxy should be:
(b) Members of a force to which the provisions of the Army Act, 1950 (46 of  Ordinarily resident of that Constituency
1950) have been made applicable whether with or without modifications.
(c) Members of an armed police force of a State who are serving outside that  Of not less than 18 years of age
State.  Should not be disqualified to be registered as an elector in the elector Roll.
(d) Persons who are employed under the Government of India in a post outside  Service electors can register themselves as general electors at his/her place of
India (e.g. Ambassadors of India abroad, their staffs etc.) ordinary residence as well.
 As per section 60 (A) of the RP Act, 1951 inter alia provides that Service Electors
have an option to vote through postal ballots or proxy appointed by him/her.

 These Service Voters who opt for voting through proxy are called Classified Legacy Information
Service Voter. Service Voter can appoint any person as his/her proxy to vote by In Lok Sabha Elections 2019, there were 1800388 service electors, of which
applying in Form 13 F of the Conduct of Election Rules (CER), 1961 to RO on 1746495 were male and 53893 were female.
