The Elec on Commission also revised certain norms related
to filing of nomina on and campaigning to comply with
COVID safety norms. A facility was created for filing the
nomina on form and affidavit as well as deposi ng security
amount online. A print out of the same could be submi ed
to the Returning Officer. While road shows, door to door
campaigning was allowed, the number of permissible
poli cal workers was dras cally curtailed.
On public mee ngs, the containment instruc ons of
Home Affairs/state government were applicable. Face
masks, san sers, thermal scanners, face shields and PPE
Kits were to be used during electoral process. The Chief
Electoral Officer (CEO) of Bihar was directed to prepare a
comprehensive State Elec on Plan following the
guidelines, in consulta on with Nodal Officer for COVID-
19 in the state. Similarly, District Elec on Officers were
asked to make comprehensive District Elec on Plan
rela ng to arrangement and preven ve measures in
consulta on with Nodal Officer for COVID-19 in their A hot air balloon with message to 'wear a mask when you go
district to conduct the elec ons. to the booth', Muzzaffarpur, Bihar
Due to the pandemic, assembly of large
number of persons around EVM and
VVPAT was not possible. Hence,
innovative methods were adopted to
spread awareness regarding EVM and
